The owner of a South Delhi guest house where a fire killed 21 people has been arrested as investigators examine allegations of major safety violations inside the building. Delhi Police confirmed the arrest of Lavkesh Bajaj, owner of Flourish Stay B&B in Malviya Nagar, less than a day after the deadly blaze tore through the five-storey property. The fire broke out early on June 3 in Hauz Rani, a densely populated neighbourhood near several major hospitals.
According to police, a lookout circular had been issued before Bajaj was traced and taken into custody.

Building Under Scrutiny
Investigators are examining whether the guest house was operating without a mandatory fire no-objection certificate and beyond its approved capacity. Officials told reporters the property reportedly had permission for only six rooms but was allegedly running around 25 rooms, including accommodation in the basement. Authorities also said the building had a single entry-exit point and permanently sealed windows, conditions believed to have complicated evacuation efforts.
An FIR has been registered under provisions including culpable homicide. A statement shared by police said: “Lovkesh Bajaj, co-owner of Hotel Flourish Stays, arrested by the Delhi Police in connection with Malviya Nagar fire incident.” The agency added: “A massive fire broke out at the hotel, claiming the lives of 21 people.”

Foreign Nationals Among Victims
The tragedy claimed 21 lives, with reports indicating that 18 victims were foreign nationals. Many were believed to be staying in the area while receiving medical treatment at hospitals in South Delhi.
There were reports of some guests jumping from upper floors as flames spread rapidly through the structure. Local residents reportedly placed mattresses on the ground in an attempt to help people escape. Investigators have not yet confirmed the exact cause of the fire.

Citywide Inspections Ordered
The incident has triggered a broader review of fire safety compliance across Delhi. Lieutenant Governor Taranjit Singh Sandhu ordered a month-long inspection drive covering hotels, nursing homes, coaching centres and restaurants. Separately, Delhi home minister Ashish Sood directed citywide verification of Bed and Breakfast properties. Chief Minister Rekha Gupta said the government had sought a detailed report on the disaster. Police say the investigation is continuing and are examining whether additional individuals could face action as scrutiny widens beyond the hotel’s ownership.
