IIM Sambalpur is playing a key role in Odisha’s drafting of a new economic policy. This initiative aims to align the state’s growth with vital environmental goals, IIM Sambalpur Odisha, targeting net-zero emissions by 2050. Odisha seeks to balance job creation, industrial development, and climate needs.
This new framework, co-led by IIM Sambalpur, collaborates with the Council on Energy, Environment and Water (CEEW) and the University of Maryland. Their joint effort forms the Economic Transition Coalition Odisha (ETCO). This platform brings together academics, government, and industry to steer Odisha towards a low-carbon and inclusive economy.
A Framework for Sustainable Growth
ETCO recently released a white paper titled “A New Economic Transition Framework for Jobs, Growth, and Sustainability in Odisha.” This document offers a long-term vision for the state’s development.
Professor Mahadeo Jaiswal, Director of IIM Sambalpur, stated that business schools must go beyond traditional teaching. He said, “Odisha is on the cusp of a historic moment. As a leading partner in ETCO, we’re helping identify policy actions and frameworks that will prepare the state for a green and inclusive future.”
The white paper outlines a five-point agenda for Odisha’s transition:
- Equitable income: Ensuring fair economic opportunities for all citizens.
- Sustainable agriculture: Building food systems that support farmers and renew soil health.
- Climate adaptation: Developing infrastructure resilient to natural disasters.
- Biodiversity protection: Safeguarding natural ecosystems through measures like eco-corridors.
- Net-zero emissions: Shifting towards green technologies and practices.

Specific proposals include transitioning the workforce in coal and thermal power sectors to green technologies like green steel and hydrogen. The plan also explores using Odisha’s mineral wealth and long coastline to create a green manufacturing and export hub. This aligns with India’s broader net-zero goals and the National Education Policy.
